Biden Enacts Legislation Providing Funding for Mental Health and Substance Use Disorders

On March 23, President Biden signed the Further Consolidated Appropriations Act, 2024 into law. This bill includes several key provisions aimed at improving mental health and substance use services in the United States.

One of the most notable allocations for mental health and substance use in FY 2024 is $385 million for Certified Community Behavioral Health Clinics. This funding will help to ensure that these clinics have the resources they need to provide high-quality care to individuals struggling with mental illness and substance abuse.

Another significant allocation is $986,532,000 for the Mental Health Block Grant. This funding will be distributed to states and territories across the country, allowing them to develop and implement their own mental health initiatives.

The Behavioral Health Workforce Education and Training Program also received $153 million in funding, which will help to ensure that healthcare professionals have the skills and knowledge they need to provide effective treatment for individuals struggling with mental illness and substance abuse.

In addition to these specific allocations, many mental health and substance use programs are maintaining funding levels similar to those of FY 2023. This includes $1,575,000,000 for State Opioid Response Grants and $1,928,879,000 for Substance Use Prevention, Treatment, and Recovery Services Block Grants.

Key provisions of the Act also include an $18 million increase in funding for the 988 Suicide & Crisis Lifeline, a $1 million increase for the Primary and Behavioral Health Care Integration grant technical assistance program, and a $75 million increase for mental health research conducted by the National Institute of Mental Health.
